Brown the meat in a Dutch oven and strain the beef. Add olive oil to the Dutch oven and heat it up on medium-high heat.
Sauté the onions, peppers, and garlic until soft. Add the meat back into the pot. Add tomatoes, beer, water, and seasonings. If it's dry add more beer.
Bring the chili to a boil and then simmer. Cook for an hour or two while stirring frequently. Be sure to taste and see if you need more seasonings.
